League Director

1. Sanction each member into the appropriate sanctioning organizations
2. Provide policy manuals and other league supplies to all members
3. Schedule all matches and tournaments
4. Maintain all necessary records
5. Provide timely standings
6. Ensure competition that is fair for all members
7. Issue rulings on all policy and rule violations

League Advisory Board

1. Composed of division representatives, at-large members, and the league director.
2. Assist in formulation and implementation of XCEL rules and policies.
3. Assist in the planning and hosting of XCEL tournaments and functions.
4. Issue rulings on protests related to rule and policy violations.

Division Representative

1. Ensure game packets are available to team captains at the proper time.
2. Ensure completed packets are returned to packet locations.
3. Issue rule clarifications and interpretations.
4. Serve on the League Advisory Board.
5. Recruit new teams and players.

Teams

1. Obtain a home billiard establishment.
2. Elect a captain and a co-captain to represent them at all league functions.

Team Captain

1. Maintain a working phone number
2. Attend or appoint a representative to attend league meetings
3. Ensure proper conduct, compliance to XCEL rules and policies, and attendance of team members
4. Collection of all team fees and the distribution of all team awards
5. Removal of any player from the team for good and sufficient reason subject to approval from the league advisory board
6. Complete and verify score sheets
7. Distribute league information to the team members
8. Fill roster vacancies with the approval of the league office
9. In the absence of the team captain the co-captain shall assume these responsibilities

Team Members

1. Maintain their eligibility.
2. Attend all matches when expected to play.
3. Abide by the rules and policies of XCEL and the appropriate sanctioning organizations.
4. Pay all established fees.

Host Establishments

1. Provide tables for warm-up and match play (2 tables per match in divisions playing 5 player format).
2. Post league information.
3. Maintain a proper environment for league play.
