XCEL General Policies

Eligibility

  1. To qualify for end of session individual awards players must play in a minimum of 66% of his team’s scheduled matches.
  2. To qualify for XCEL tournaments, players must play a minimum of 6 weeks in one division per session.

Gambling

  1. Gambling on league or tournament matches by members of XCEL is expressly forbidden.
  2. Failure to comply with this rule will result in immediate expulsion from the league, subject to review by the League Advisory Board.
  3. Expelled players may apply for reinstatement the following session.

Game Packet

  1. The game packet will consist of score sheets, individual and team standings, and dues envelopes along with any sponsor and host establishment notices.
  2. The visiting team captain is responsible for picking up and returning packets to drop off sites and insuring packets contain completed score sheet and team dues envelopes.
  3. The home team captain is responsible for completing the official score sheet.
  4. Packets for matches played Sunday through Tuesday must be returned by noon on the following Thursday, packets for matches played Wednesday and Thursday must be returned by noon the following Sunday.  If the packets are late, the responsible team (usually visitors) will be penalized 20% of the maximum possible points for their format.  For example, 200 points possible in handicapped 8 ball would result in a 40 point penalty for late packets.
  5. Current drop off locations are Bill’s, Chester’s, Sunset and Regency.

Official Game Time

  1. Official game time is 7:30 p.m. for weekday divisions and 5:00 p.m. for Sunday afternoon divisions.
  2. Teams are allowed a 30-minute show up period when short handed but must begin play as soon as a full team is present.
  3. Forfeit time is 30 minutes after official game time.

Protests

  1. Matches should be decided at the table if possible.
  2. Disputes should be dealt with in the following sequence:  match opponents, team captains, division representative, and league director.
  3. Only team captains may lodge formal protests if disputes cannot be resolved.
  4. Protests must be declared immediately and the match will be continued under protest.
  5. Both captains must submit a written statement of their perspective on the back of the score sheet or an attached sheet.
  6. The League Advisory Board will review the protest and notify both captains of the results.

Re-scheduling of Matches by Team Request

  1. A team captain may request to re-schedule a match when circumstances arise beyond a team’s control.  Examples:  player out of town, weather, availability of home establishment, etc.  Players just not showing up is not an acceptable excuse.
  2. Requests must be made at least 24 hours in advance for the convenience of the opposing team.
  3. No matches will be rescheduled during the last 2 weeks of a session unless done so by the league director due to unforeseen circumstances such as weather.
  4. The re-scheduling team loses their “home” site advantage.
  5. Both teams will cooperate in making up the postponed match.
  6. If rescheduled matches are not made up on the scheduled date, the match will be considered a forfeit by the team requesting rescheduling.
  7. Rescheduled matches must be played before the end of the session schedule
  8. The captain of the team requesting re-scheduling shall notify the league director of the rescheduled date to ensure game packet is available.

Re-scheduling of Matches by League Office

  1. Both teams will cooperate in making up the postponed match.
  2. Rescheduled matches must be played before the end of the session schedule unless approved by the league office.
  3. The match will be played at the originally scheduled home venue.
  4. The visiting captain shall notify the league director of the rescheduled date to ensure game packet is available.
  5. Matches that cannot be played before session’s end will be entered as a tie.

Physical Violence

  1. Teams and individuals in attendance at any location due to a scheduled league match will be considered representatives of XCEL and the appropriate national sanctioning organization until the host location closes for that business day.
  2. XCEL members who initiate physical violence against another XCEL member while representing XCEL and the BCAPL will be suspended for one (1) year pending review by the League Advisory Board.
  3. Suspended players will not be allowed to participate in any XCEL, State or National event.

Rosters

  1. Official list of team members.
  2. Teams in 3-player divisions are limited to 6 members.
  3. Teams in 5-player divisions are limited to10 members.
  4. Roster will be frozen after 8 weeks with the following exception:
    1. Players in good standing on a team that disbands during the session may join teams that have open roster spots
    2. If a team loses players and can no longer field a team, they may drop inactive players from the roster and add players to bring their total to no more than 4 players in a 3-player division or 6 players in a 5-player division
    3. Once inactive players are removed from a team’s roster, they cannot be reinstated during the current session
    4. No players may be added during the last 2 weeks of a session for any reason
  5.  After week 4, unpaid sanction fees for players still on the final roster will be automatically charged to the team’s payback

Rules

  1. All matches are played according to the World Standardized Rules published by the World Pool-Billiard Association.

Sessions

  1. Three sessions annually beginning approximately May 26, September 4, and January 6.
  2. No teams will be allowed to join a division after the second week of a session.

Sportsmanship

  1. League play is a recreational activity.
  2. Play according to the rules.
  3. Respect your opponent, treat others as you would like to be treated.
  4. Play your best.
  5. Have fun.
  6. Abusive behavior will not be tolerated.

Table Time

  1. Players will split table time evenly

Withdrawals

  1. Withdrawal by an individual is defined as voluntary removal from a team’s roster.
  2. Withdrawal by a team is defined as voluntary by the team members, after forfeiture of 2 consecutive matches or a total of 3 forfeits per session.
  3. Individuals with a $0 balance remain in good standing.
  4. Players owing monies to the league must first pay all back monies owed the league before they will be allowed to participate in future sessions.
  5. Teams and individuals that withdraw during a session forfeit all monies and awards for that session.
